They had made an announcement said that the base game will turn to free-to-play, and after the game goes free, Akaisha, Gérard Quentin, and Oli, originally part of the base game, will be available as paid DLC. But now they update a free game sub, that include the base game and 3 paid DLC, Akaisha, Gérard Quentin, and Oli. That means you can grab the 3 paid DLCs after you get the free sub. Maybe it is a big mistake, so just get it before it gone paid again.
